7th UP HARONG Voice of Freedom Impromptu Speech Contest
Qualifications for participating schools
- Any junior or senior of any high school in Camarines Sur and Naga
City
- Must adhere to the mechanics of the contest

Mechanics of the Contest:
- The contest is open to all secondary schools in the Province of
Camarines Sur and the Cities of Naga and Iriga. Each school is allowed
to field only one (1) contestant.
- The theme of this year’s impromptu speech contest will be “Kulturang
Bikolnon: Ipadagos asin Pagyamanon.”
- Each contestant will be given the topic seven minutes before he/she
delivers his/her speech. A common topic will be given.
- The contestant will be allotted seven (7) minutes to prepare for
his/her speech. Preparation time will be simultaneous with the time
spent by the preceding contestant for delivering his/her speech.
While the first contestant is delivering his/ her speech, the other
contestants will be kept in an isolated room with a U.P. Harong
member.
- Each contestant will be given seven (7) minutes to deliver his/her
speech. A card with a number ‘2’ will be flashed to signal the speaker
that he/she has two minutes left to deliver the contents of his/her
speech another card with the word ‘TIME’ will be flashed to signify
that the speaker’s time has elapsed.
- Points will be deducted from speakers who continue to deliver
their speeches after the allotted time have elapsed. Two (2) points
will be deducted for every minute or every fraction of a minute
overtime.
- All contestants will be kept in an isolated room before his/her
turn to speak. They will be kept under the tight watch of a designated
UP HARONG member.
- All contestants are required to be in their respective uniforms
while delivering their speech.
9.The Board of Judges for this event will be composed of three (3)
individuals coming from different fields of specialization.
ALL DECISIONS OF THE BOARD OF JUDGES
ARE FINAL AND IRREVOCABLE. It is not subject to appeal.
- The judges will determine the winners based on the following criteria:

DELIVERY (Spontaneity, facial statement, hand and bodily
gestures)
CONTENT (Depth & substance of speech, relevance of the
speech
to the topic and theme, clarity of ideas)
COMMUNICATION SKILLS (Voice projection & impact,
diction, pronunciation, pitch, pacing)
STAGE PRESENCE AND AUDIENCE IMPACT (Composure,
eye contact, rapport with audience and judges)

The Board of Judges is allowed to deliberate before announcing the
winners.
